The workforce crisis in child welfare is real. Post-pandemic, agencies have reported increased difficulty attracting and retaining qualified staff, with estimates of turnover up to 60% in some agencies. At the same time, child welfare systems are struggling to move services further upstream toward prevention, address longstanding racial inequities, and build ways to learn from those with lived experience in their systems.
